Short-let accommodation in Andalusia: market and regulation

Tourist homes in Andalusia are regulated as Viviendas de Uso Turístico (VUT). Before filing the regional declaration, a property must comply with the municipal planning rules and, where required under urban-planning law, hold the municipal licence or declaration that allows tourist use. The property is then registered with the Registro de Turismo de Andalucía through a specific declaration. The regional framework is based on Decreto 28/2016, as amended by Decreto 31/2024 and the 2025 housing measures.

Municipal planning is increasingly important

  • Andalusian councils can set local limits on tourist homes by building, area or zone. Decreto-ley 1/2025 allows temporary suspensions of new VUT authorisations in specific cases. Eligibility should be checked at the property’s exact address, not only at regional level.
  • For buildings under Spain’s Horizontal Property Law, new tourist-rental activity from 3 April 2025 requires prior approval from the community of owners, with a 3/5 majority of owners and participation quotas. Check the Ley de Propiedad Horizontal and the Junta’s VUT guidance for requirements.
  • Properties advertised through online short-term rental platforms need a national rental registration number (NRUA) under Real Decreto 1312/2024

Yes. The property remains yours. If you want to use it personally, let us know in advance and we will block those dates in the calendar while continuing to manage the remaining availability.

Payment and pricing

GuestReady’s commission starts from 20% of rental revenue. The final rate depends on the property profile and location, and new properties are subject to a one-off onboarding fee covering setup such as professional photography, listing creation and channel distribution.

It can be, but the answer depends heavily on location and property type. Public Airbtics benchmarks used on this page range from 60% occupancy in Córdoba to 84% in Málaga, with ADRs from around €90 to €122 across the five representative city markets analysed. Coastal seasonality, major events and local regulation can all materially change performance.

Yes. New properties are subject to a one-off onboarding fee. It covers the initial work needed to launch the property, including professional photography, listing creation and distribution setup. The amount can vary according to the property and market.

Regulations and strategy

A property operating as a Vivienda de Uso Turístico must comply with the applicable municipal planning rules and, where urban-planning law requires it, have the relevant municipal licence or responsible declaration of change of use before the regional filing. It is then registered with the Registro de Turismo de Andalucía through a responsible declaration. The regional framework also sets property, service and capacity requirements.

Yes. Decreto 31/2024 allows municipalities to set proportionate limits on tourist homes by building, sector, area or zone. In addition, Decreto-ley 1/2025 allows councils, in specific circumstances, to temporarily suspend new VUT authorisations while preparing planning changes. This is why eligibility needs to be checked for the exact address.

Yes, if the property is advertised through online short-term rental platforms. The national registration system established by Real Decreto 1312/2024 has applied to platform advertising since 1 July 2025. The NRUA is an additional national requirement and does not replace Andalusian VUT registration or municipal planning compliance.

For new tourist-rental activity in a property governed by the Horizontal Property Law, prior express approval from the community of owners has been required since 3 April 2025.
